CHOLDERTON PARISH MEETING
Meeting of Cholderton Parish on 12 November 2003
Present: Present: Chairman - Bernadette Howells, Parish Clerk - Jeremy Disley, and 17 Cholderton residents
Guests: Cllr. Kevin Wren and Henry Edmunds.
Apologies: Apologies: Cllr. Mike Hewitt, Rev. Christine Allsopp, Tom Sands, Paddy Chitty, Sorrel Warwick, and David Carpenter.
- The minutes of the previous meeting (held on 18 June 2003) were displayed on the village notice boards and the village website, were duly proposed as a true record, by Anne Midgley, and seconded by Crawford Stoddart.
- Planning Application for 39, Cholderton (Dolly's Cottage) (S/2003/2051)
This application was concerned with the proposed erection of a house within the garden of 39, Cholderton. There was a lengthy discussion regarding the merits and otherwise of this proposal. The predominant issue debated was that of adequate parking. A motion was proposed by Crawford Stoddart, and seconded by Nick Lowe, that planning permission should be denied. 8 residents voted in favour of the motion, and 3 residents voted against. This application was requested to be determined by the Northern Area Committee giving residents and the applicant a further opportunity to express their views. Unfortunately, the opinion of Highways was not available for the meeting. Bernadette Howells will represent the parish.
- Planning Application for Down Barn Farm (S/2003/2303)
This application was concerned with the siting of a temporary mobile office for a period of 10 years. Views were put forward that 10 years is a long time for a temporary office, and could open the way to a permanent structure. Neil Blake proposed, and seconded by Andy Gibson, that planning permission should be granted, but with the caveat that it should be limited to the duration of the lease of the business and in any event not exceed 10 years. 10 residents voted in favour of this motion, 0 residents voted against.
- Update on the Planning Application for Manor Farm Barn Conversion (S/2002/1875-6)
This application has been approved subject to conditions, including a legal agreement protecting the right of way across the new owner's land.
- Update on the Planning Application for Rare Breeds Farm (S/2003/1157)
This application has been approved subject to conditions. One of these conditions relates to the water supply. The Cholderton and District Water Company has yet to finalise an agreement with the farm that will enable new pipe work to serve the lower half of the Amesbury Road. Once finalised the water mains extension work will commence as soon as possible, perhaps as early as December.
- Posts and Rails
It was hoped that the posts and rails that run alongside the River Bourne would have been replaced this financial year. Unfortunately, funding problems have affected many projects in South Wiltshire, and so as a result the posts and rails may not be replaced this financial year. However, Cllr. Kevin Wren expressed a commitment to try to include this job in the future work schedule as soon as funds become available.
- Reimbursement of Sand Bill to the Crown Inn
It was agreed to reimburse the Crown Inn for sand purchased during the floods of 2003 to a total of £106.74. This motion was proposed by John Eddison, and was seconded by Neil Blake. 9 residents voted in favour of this motion, and 3 residents voted against.
- Any Other Business

Speed Checks Firstly, John Eddison observed that there is an absence of speed checks in Cholderton, and that this deficiency, in the interests of safety, should be rectified. Bernadette Howells agreed to ask the police to monitor the situation.
- Newton Tony school Secondly, Bernadette Howells conveyed the appreciation of Newton Tony Primary School for the £1,500.00 grant approved by Cholderton Parish Meeting on 3 April, 2003.
- ParkingThirdly, Ann Midgley suggested, that due to a lack of parking in the village, the Parish Meeting approach the Village Hall Committee (VHC) requesting that they apply to Salisbury District Council, so that a small part of the recreation ground be laid out for parking. Bernadette Howells agreed to write to VHC regarding this suggestion.

Minutes of the Meeting held on 18 June 2003 at 7.00pm
Present: Chairman, Bernadette Howells, Acting Clerk Terry Cull 24 Cholderton residents
Guests: Cllr Mike Hewitt, Rev'd Christine Allsopp, Pam McConnell, James Frazer
Welcome was extended to all present and to Pam McConnell from the Rare Breeds farm and her architect Mr James Frazer.

The minutes of the last meeting having been displayed on both notice boards and on the web site were duly proposed by Andy Wilkinson as a true record of the previous meeting and seconded by Cynthia Poole.
- PLANNING
Rare Breeds Farm, replacement visitor centre and farmhouse extension with change of use to YHA accommodation. S/2003/1157
- The architect for the project gave a short presentation of the proposal, Pam McConnell adding additional information as questions arose.
- The proposal from the chair was to move a vote in favour of the application with two specific reservations:
- That the planners be asked to review the highway comments to ensure that road safety and road speed were reviewed. Warning signs should be requested.
- An independent assessment to be undertaken to prove that the proposed grey water scheme would not adversely affect the residents of Amesbury Road.

This proposal was seconded by Gillian Cartwright, 14 in favour and 4 against.

- In addition the chairman agreed to follow up what the current time scale was for closing the Cholderton Gap at the top of the Amesbury Road.

- PLANNING
Manor Farm Barn - Conversion S/2002/1875-6
- The Chairman outlined the original planning application and the implications for the proposed amendment. The original plans were approved in June 2000. In summary the new proposal includes:
- a. Demolition of part of the barn (2 Bays) approx. 18% of the total barn area.
- b. The relocation of the access track to the edge of the recreation boundary rejoining the current track just before the BT telephone exchange that leads around to the equestrian centre.
- After lengthy discussions it was agreed to support the application despite the partial loss. This was proposed by Andy Gibson and seconded by Cynthia Poole. It was also agreed to recommend an historical survey to formally record the barn (PPG16). Recorded votes show 14 in favour and 1 against the motion to approve. The footpath should be secured through a legal agreement section 106 initially). The chairman has committed to writing immediately to the planning office as this application is proposed for refusal at the Northern Area Committee. Chair also to represent the parish at this meeting

Neighbourhood Watch - Julia Devlin has announced her intention to step down as the parish representative. Volunteers who would like to take her place should phone Julia on 629439.
- Newton Tony school - Jon Smith the headteacher has reported a successful OFSTED inspection, which, has removed the school from serious weaknesses. The inspector noted several good features including a good standard of teaching with some outstanding features and above average standards throughout the school.
- Cholderton Village Fete on 12th July - Donations are invited from 5th July, collectors will call.
- Bridal Ways - Walkers and horse riders please take secateurs with you and help keep the paths clear!
- Chairman confirmed that the owner of the yew trees overhanging the village footpath had agreed to trim these back.
- The meeting closed at 20.45.

Minutes of the ANNUAL GENERAL and BUSINESS Meeting held on Thursday 3 April 2003 at 7.30pm
Present: Chairman Bernadette Howells, 36 Cholderton residents, Acting Clerk Peter Mellors and Clerk Designate Jeremy Disley. Special Guests: Robert Key MP, WC Councillor Kevin Wren and SD Councillor Mike Hewitt, Jon Smith Headteacher and Ian Pannell Chairman of the Governor, of the Newton Toney School.
- Welcome and Opening Remarks: The Chairman welcomed all residents and the special guests to the meeting.
- Minutes of the Meeting held on Tuesday 25 February 2003. These were read by the Acting Clerk. The Chairman moved the acceptance of the minutes and proposed that future minutes be displayed on both notice boards and be available on the Cholderton web site. There would be no further readings at the meeting unless clarification was required. This was seconded by Terry Cull and carried unanimously. Chairman's Declaration of Acceptance was signed by Bernadette Howells
- Apologies for absence were read, 7 were received.
- Presentation of Parish Accounts for the Year Ending 31 March 2003 These had been checked and would be presented for Internal Audit and External Audit in due course. The statements and comments are attached to the parish record of these minutes. Tom Sands moved the acceptance of the 2002/2003 Parish Accounts subject to audit. This was seconded by Gill Cartwright and carried unanimously.
- Thanks were given by the chairman to several people for their continued help and support. The new clerk Jeremy Disley was introduced.
- District Elections: The Chairman reminded residents that these would take place on 1 May 2003. Two candidates from the five nominated would be elected. SDC has agreed to retain Cholderton as a polling station for the forseeable future.
- Parish Meeting (PM) versus Parish Council (PC): SD Councillor Mike Hewitt took the chair for this item. There was about a 15 minute debate during which residents spoke both for applying to the district council to form a Parish Council and for retaining the Parish Meeting. Bernadette Howells moved that the village of Cholderton retain its status as a Parish Meeting. This was seconded by Claire Wilkinson. Thirty-four residents voted for the motion and one resident voted against. The motion was therefore carried. ACTION clerk to advise SDC of outcome.
- Newton Toney School - Extension Jon Smith thanked the residents of Cholderton for their continued support of Newton Toney School and presented the governors' detailed and revised proposals for the extension project. The Chairman moved that on receipt of a formal letter from the Newton Toney School Governors outlining the details of the scheme, the £1,500.00already set aside be released. This was seconded by Andy Gibson and carried unanimously. ACTION Clerk and Chairman
- Robert Key MP Was then invited to speak on the flooding matter: He outlined 3 aspects of the present day problems including those specific to the Bourne Valley, weather cycles & climatic change. A more detailed note of Robert Key's talk will appear in the local Bourne Valley magazine as well as on the Web site.
- Church Lane Bridge Replacement: The Chairman referred to the plan that she had obtained and displayed. Replacement is planned for May but may be delayed to September following local intervention. ACTION Chairman.
- A338 Vehicle Activated Signs: Timings need to be re-set Cllr Wren will monitor.
- Post and Rail Repairs along the River: Highways have committed to replacing the most dangerous sections soon and will advise parish in the near future. Action Clerk
- Flooding Mike Hewitt will be chairing the SDC committee looking at flooding issues. He will keep us informed. Meanwhile the clerk will contact the police to try and establish more constructive dialogue for the future with regard to road closures. ACTION Clerk
- Matters Arising from last Meeting: New Notice Board. Mike Hewitt was thanked for producing the new Amesbury Road Notice board and for arranging its installation.
- Any other business:
- Terry Cull has produced a report covering damage to the Amesbury Road following flood diversions. The new Clerk was asked to liaise with the Chairman and Terry Cull, to evaluate the damage and to report to WCC Highways who have agreed to look at 'flood damage' rather than normal highway repair. Mr Humphries asked for the banks alongside his property to be included. ACTION Clerk
- Rights of Way. Anne Midgley has agreed to monitor the condition of the Rights of Way and to liaise with Sorrel Warwick and the Clerk to produce a report to highlight the issues. ACTION Clerk
