CHOLDERTON PARISH MEETING
Meeting of Cholderton Parish on 6 January 2006 19:35
Present: Chairman – Crawford Stoddart, Parish Clerk – Jeremy Disley, and 25 Cholderton residents.
Guests: Mark and Frances Castle, Cllr. Mike Hewitt.
Apologies: Cllr. Kevin Wren, Faith Moulden, Heather and David Carpenter, Tom Sands, John Phillips, Margaret Whitley, Paddy Chitty, Sylvia Davies.
- Minutes from Last Meeting:
The minutes of the previous meeting (held on 28 October 2004) were displayed on the village notice boards. It was proposed, by Terry Cull, and seconded by Gillian Cartwright, that these minutes were a true record of the previous meeting.
- Planning Application for the Parkhouse Garage (S/2004/2117):
This application has been rejected by Salisbury District Council on the grounds that it had not been shown that rural jobs would not be lost. Mike Hewitt commented that the garage might fall into disrepair, and thus become an eyesore.
- Planning Application for Manor Farm Barns (S/2004/2780):
The proposed plans were displayed and discussed by the applicant, Mark Castle. It was proposed that the barns be renovated, and that a brick and flint house be erected between the large and small barns. The house will blend in with the village. Finally, there will be parking available to the public. The planning application has been submitted.
- Speeding:
The Parish Chairman informed the meeting that he has discussed the problem of speeding in Cholderton with the Police. The result was that it is not possible to have speed checks in the village, due to the lack of places to monitor traffic. However, Barry Humphries disputed that view, and cited an incident where the police did apprehend a speeding motorist. Mike Hewitt responded by stating that the case in question was due to the offender being trailed by a police car, rather than been caught by a stationary speed camera. The Parish Chairman commented that police vehicles have been observed parked at the War Memorial and Grateley Road. Anne Midgley suggested that the possibility of a second vehicle-activated sign be investigated.
- The River Bourne:
The Parish Chairman informed the meeting that the River Bourne had been cleared by the Environment Agency. Mike Hewitt commented that there is no prediction of flooding this year.
- Precept:
Barry Cartwright put forward an argument that the annual donation to the Stephen’s Charity, i.e. the Village Hall (VH) be increased. The VH is an integral part of the community, and supports a range of cultural and social activities. The VH has received a donation of £550.00 per annum since 1998, which then covered the insurance. However, since then the outgoings of the VH have increased substantially, the insurance is now ˜£1,200.00, the electricity bill is now ˜£300.00, the annual servicing of the clock is now ˜£150.00. Giving a total expenditure of ˜£1,600.00. The VH needs additional funding for various activities.
A motion was proposed by Barry Cartwright, and seconded by Nick Ross, that the precept for Cholderton Parish for the financial year 2005/06 be set at £3,000.00 and that £1,750.00 be contributed to the Stephen’s Charity. 24 residents voted in favour of the motion, and 0 residents voted against. Thus, the motion was carried.

CHOLDERTON PARISH MEETING
Meeting of Cholderton Parish on Thursday 27 April 2006 19:30
Present: Chairman – Crawford Stoddart, Parish Clerk – Jeremy Disley, and Cholderton residents.
The Annual General Meeting of the Parish Meeting took place in the Village Hall. Items included the election of a Chairman and the approval of the accounts. Other items discussed included:
The widening of the Grateley road bridge at the roundabout
The development of the Manor Cottage site (Norman's Cottage) including an application to build a vehicle bridge to service the site
The poor state of the A338 road at both ends of the village
The expansion of DSTL at Porton Down
